Department of Water and Sanitation (DWS)
The Department of Water and Sanitation is the custodian of South Africa’s water resources. It is primarily responsible for the formulation and implementation of policy governing this sector.

Amongst others, the Department of Water and Sanitation developed the No Drop Programme to draw attention to and encourage progress in water use efficiency and water loss / Non-revenue Water management in the South African municipal sector. No Drop Certification means that a municipality is accomplished in its water conservation and water demand management practice and receives public accolade and acknowledgement of its excellence in water supply management against a set of strict criteria.

South African Local Government Association
SALGA was established at a gathering of municipalities in 1996 and was recognised as the national organisation representing South Africa’s Local Government (LG) sector through the Government Notice R.175 in the Government Gazette 18645, Vol 391 of 30 January 1998. The SALGA role and mandate as outlined in the SALGA Constitution, includes but is not limited to: 1 lobbying, advocacy and representation of LG, 2 – an employer body for LG, 3 – capacity building for LG, 4 – support and advice to LG, 5 – strategic profiling of LG and 6 – knowledge and information sharing for LG.

SALGA is registered as a Schedule 3A Public Entity in accordance with the Public Finance Management Act No. 01 of 1999 (PFMA), with the following arrangement: Executive Authority (Minister of CoGTA), Accounting Authority (National Executive Committee) and Accounting Officer (Chief Executive Officer).

Water Partnerships Office (WPO)
The Water Partnerships Office (WPO) was established by the Department of Water and Sanitation (DWS), Development Bank of Southern Africa (DBSA) and the South African Local Government Association (SALGA) to drive the implementation of the National Water Partnerships Programme (NWPP) in support of the National Water and Sanitation Master Plan (NWSMP).
